That's not what a census point is about. More often than not they are surveys put on by local council in order to find out where people are coming from and the traffic patterns through certain area's. A Police presence is required in order to maintain a decent flow of traffic as the actual recording of data is done by civilians lacking the power to stop traffic. I regularly attend these and 99% of people are more than happy to help. They are nothing to do with drink driving or any other traffic offences.
