They may have changed as most MOT type rules changed this year.
Was it covered for the Irish test though, or just the MOT?
For the MOT you can have HIDs and don't need any washers or auto-levelling, if you have washers they now have to work.
For the Irish NCT test it states as one of the reasons for failure (so called RfRs on the MOT over here) that for HIDs: "Mandatory headlamp cleaning device not present.". So unless the testers don't read the manual, or don't care, or for some other reason don't fail the car for it then it is a failure to not have a washer system fitted.
