With the one not working, disconnect the bulb from the ballast and turn the fitting 180 degrees. They only work in one phase but the plug fits both ways

Chrck the part numbers to make sure they've sent you jspec ones for jspec lights, or UK ones for glass lights. The prongs on the bulbs are different
