I'll have to look at the mag at work and see which issue it was.
Really it's just about accelerating up to 30mph and then coasting as much as possible, minimising braking and looking further ahead to anticipate so you're off the throttle earlier.
Also, build speed down hill and coast as much as possible uphill, or just enough throttle to prevent slowing down too much. The boost/vacuum gauge is really good here because I know when I'm just pressing the pedal, but can't actually feel it through the sole of my shoe. It's a bit "driving miss Daisy", but on a daily boring commute it saves £2 per day, which is more money for mods at the end of the year
