It can be removed, although you might have some aircon issues if you thrash the car on a hot day. Spal do a 14" push fan that is about half the thickness of the stock one and should fit in its place. On my 6spd car there was no fan there, only a smaller one on the other side of the rad that was integrated into the fan shroud. It only came on when the air con system needed some airflow. TBH it doesn't really matter since it blows air through both radiators and both fans come on together anyway.
