You could always 'salam aleikum' them but it depends on the situation (and the fact that you are not a muslim). Do not offer alcohol or cigarettes as officially these are not allowed under sharia law but again it totally depends on how hardcore the person is. I would offer them "a drink" and ask what they would prefer. I have been to dubai a few times and also egypt and these have stood me in good stead.
