If this happened the standard of driving would improve, thus lowering the accident rate and poor driver manners that are growing all the time. (Of which we are all guilty). Re-testing defo, anyone can pass their test once!! - when you pass your test, its great, but driving instructors have targets to achieve...... Otherwise how about a clause relating to speeding convictions, i'm thinking something like............ "if a driver is caught speeding at 3:30 in the morning doing 6 mph over the speed limit on a dual carriageway, when no one else is around does not warrant a £60 fine and 3 points........" At the moment you can opt to do pass plus which teaches you motorway driving (amongst other things), but its not compulsory which is a shame. The whole industry should be converted to a completely transparent "you get what you pay for" footing. Currently its almost legalised fraud. I did this, once you pass its also supposed to lower your premium when you get a quote for insurance. However, when i asked about it a lot of them didnt know what it was! Few years ago now mind.....
