Heavy steering

Put some pressure on the steering wheel, turning to one side, with the engine off. Start engine, does steering immediately lighten? yes? PAS is working, whether optimally is subjective. No? PAS is knackered, investigate pressures and belt slippage.

There's a solenoid valve in the rack that alters operating pressure under ECU control. Stationary and at low speeds the valve should be operating to increase PAS assistance. Above X MPH it slowly, by pulse width modulation, removes some amount of PAS assistance and the steering becomes heavier and less subject to light steering wheel inputs. This function may be faulty of there's PAS assist, but not enough when stationary or at low road speeds. I often see them not reconnected after an engine out, or the wiring and connector damaged.

Almost if the feel of the steering fluctuate whilst you are turning then it might be an idea to check the crank pulley.

Yeah, I think that is the problem.
