I honestly don't know as these ebay scams get more elaborate by the day...
The 'second chance' offer is a real thing on eBay.. it's basically if the winning bidder can't pay(apparently) then instead of the seller having to re-list they can offer it to the next highest bidder..
In essence what they are doing is selling the item, creating a new login, then artificially bidding against you to see how far your prepared to go, ultimately winning the auction, and then offering it to you for a highest price you went to...
I would say find another auction personally....
