If its low on power steering fluid could that be the problem?

Hi guys Yesterday i was driving and all of a suddern a wierdly pitched sound proceeded to come from the front end.. like a whine It increases significantly as i turn the steering wheel to full lock, i thought it cud be power steering related... power steering works ok and the noise is kinda syncd to reving the engine? Hard to explain
