Turning over of engine after extensive work

Over the past month I have done a lot of work around my engine, (changed the turbo's, the engine mounts for pre-facelift, to do so I removed the fuel rail, and tarted up a lot of stuff!). I'm nearly finished putting it all back together, I shall be pre oiling the turbo's before fitting. My question is:- once everything is back in with all new fluids I presume I need to turn my engine over, without it starting, to get the oil/water/fuel around to where it should be, how do I do this? is it as easy as removing an EFI fuse?

I also need to fit a restrictor ring, does it go before the first de-cat or after it?

Ok, I'll try to disconnecting the ignitor pack, does this way still move the fuel around? I've got my battery on charge to make sure its up to it I probably won't be doing this till Wed/Thur, still got to get the turbo's in yet.
