I think they will still do you for not having a licence. No, I didn't pay when I didn't have an aerial; it's only if you receive TV that you have to pay. Otherwise they'd sell licences with the TVs in the shop, or have a database of licences. They have to report all sales of TVs to the licencing authority. That's why you have to give name and address details. My daughter never watches TV so she rang them to find out if she still had to pay. They asked: "Do you have broadband?" - No. "Do you have a mobile phone capable of streaming video?" - No. "Do you have Sky or other reciever?" - No. "Fine, all you have to do is not have an aerial cable connected to the TV or video recorder and you don't have to pay."
