First taper, second taper and plug or at least thats how I know them. However from the rest of your statement I don't think you should be let near a drilling machine let alone a tap set! The proper tapping size for 7/16" UNF is 9.9mm or the imperial equivalent How can you expect a second taper or a plug tap to successfully cut thread into a 9mm hole? Trying to run a 7/16" plug into that hole size will result in one thing only. A broken tap, and if that happens you may as well hang your hat on it. I didn't say not to open the hole up to 9.9, i just said that he wouldn't need to use a taper. There are anal engineers and experienced engineers IMO. Experience teaches you that tapers are absolutely pointless. If i'm working on a particularly tough material i will use a intermediate, other than that i never use anything but a plug. Taper's are only to try to keep the thread as square as possible, i tend to trust my eye. The only reason i sometimes use an intermediate is to give less of a chance of shearing as the plug is tiny bit bigger. Anyway, carry on regardless.
