It doesn't go into much detail though, so I lifted this from Channel 4's news website. Note the last paragraph. Edinburgh's city council is considering a plan to ban older cars from the city centre. It is suggesting that cars which cannot meet the Euro II emissions standards introduced for new cars in 1996 should be barred; this will mean owners of many cars over 10 years old and nearly all cars made pre-1993 - when catalytic converters became compulsory-fit items - will not be able to drive into the city. The measures are influenced by a trial scheme in Stuttgart, Germany, where compulsory emissions standards will be introduced this summer. The scheme is expected to cut emissions of nitrous oxides, carbon monoxide and particulates. Enforcement will be via measures including on-the-spot fines from traffic police. There are suggestions that registered classic and historic vehicles could be exempted from the scheme, though there is no confirmation yet on whether taxis, vans and commercial vehicles would also be expected to comply. Edinburgh council is also said to be considering reducing the cost of parking for small cars and more eco-friendly vehicles.
