But, no, its not sorry. It cant do that. All it can do is measure something. A clue....its very clever, its not restricted to measuring from a to b. Except now they are made out of crappy plastic?

A clue....its very clever, its not restricted to measuring from a to b. is it something to do with taking into account the gradients on maps so you can measure on the map turn one of the wheels on the compas thing and it tells you the altitude or gradient or someting you will be traveling rather than having to count the contour lines on the map? Nope, sorry. I've added a couple of extra pics to original post to help. The dials may give a clue.

Ewen
a planimeter? We have a winner Its used to measure the area bounded by irregular perimeters. From a map, it can measure the area within a city boundary, or area of an enclosed plot of land for instance. In Naval Architecture, it is used to measure sectional area of the hull to calculate volume amongst other things. Before the advent of computer software that could measure volume from 3-D info, these were all we had. You can still buy digital planimeters, although they are almost obsolete too. Ewen
lancing boils? Is it a tool for circumcision? chimney tool? victorian nipple piercer? Its for removing tonsils. Tonsil goes in the hoop, the cutter is closed, cutting the tonsil and spiking it at the same time so it can be pulled out before you swallow it.
