should i change the stock 15amp low beam headlight fuse to 20amp?

hi guys, i have this hid beam problem. the beam seems weird. the light is not strong at all, is it becos of the battery? it comes complete with ballasts... should i change the stock 15amp low beam headlight fuse to 20amp?

hi guys, this is the 1st time i am posting here. i am very afraid to send the car to the workshop again, cos i just spent a fortune on rebuilding my engine... currently i have a problem with my supra again. all of the sudden, my car has no boost at all. but there are no blue or white smoke either. when i step on the throttle, all i hear is a howling sound. the turbo fins are still spinning at idle and gets faster when throttle is pressed. i cant seem to find out the problem. i checked all the ic hoses, they are fine and no leaks. what could be the problem? i just blew this turbo, and sent it back to hks for rebuild, and now its has no boost. my car, 2jzgte single hks t04r turbo, no maf, hks f con vpro with no proper tuning, sard trigger boost controller, hks twin dLI, hks straight through exhaust with no cat. boost set at 1.1 and 1.4bar. engine just rebuilt, only 500kms done after rebuild. below is my wastegate... thanks for yr help....
