Late turbo reasons?

Hi all,

 

Recently test drove a Supra & both turbos came in v.late. 1st at 3000 & 2nd at 5500 RPM. Apart from that drove fine & seemed in very good condition. Done a search & it seems this could be down to a leaking/split primary air feed pipe from turbos or knackered ETTC. Is this one of those faults that could be a range of things & v.expensive to put right? Anyone experienced this & know the solution? The car was a JSpec, overdue for a service & had no mods, about 60k miles.

Sorry, BOV = 'Blow Of Valve' (or Dump Valve if you prefer)

Anything from a tenner for a secondhand OE one up to £Silly for those wanky ones that make your japanese supercar sound like a bus.
