OBD1 to OBD2

Sorry if this has been covered loads of times before but I could find anything conclusive.

I was wandering if like this convertor could be used;

Or maybe a Bluetooth version to connect to an iphone or ipad or appradio etc I'm conjunction with an app like dashcommand to read and show engine parameters to end up with something like this?;
