Cracks in floorpan underneath

As the crack hasn't split apart either laterally or vertically it's not likely to be a flexing tear as that would move it apart or downwards. It is an area that can rust from above, I don't recall if the gap is large enough that you can actually get a scope camera in there for a look. If it was my car, seeing the tear hasn't split, I'd do a simple stitch weld on it then grind that flat and keep an eye on it to see if it comes back. If it does then it you'd need to consider a reinforcing plate be welded. If it doesn't then you can put it down to something a previous owner did to cause the metal to fail.
