If the guy has registered one of his business as a regular importer and this ultimately benefits the country he can claim import back however..... due to import tax regs there your "luxury" vehicles are hit with high tax which makes anything from your 5 series bmw right through to your enzo's 3 times the price of europe. No, he can't claim import duty back even if he was an importer. Import duty only applies to imports, BMWs are made in Thailand as are many other makes.
