From previous posts it appears that this can be simply unplugged and removed on a manual car without any further issue, after fitting RLTC

However, if I don't have RLTC and just want the thing out of the footwell, is it okay to simply remove it?

Yep. You might get the trac warning light on, can't remember now. If so just take the bulb out.

In which cluster is the trac warning bulb, or is it the one on the fuel guage area?

Slip Cont Off. It doesn't flash on a facelift if you junk the whole ECU, not so sure about a prefacelift.

I removed mine at the same time as my ECU, but i have no power to it yet. I may well remove the bulb while the dash is off.
