Easiest way to remove thread locked screws??

I've got some new boot rubbers (bottom ones) sitting here, but I've not got around to replacing them because I've heard the screws are threadlocked in.

 

What's the easiest way to get the screws off?? Am I right in thinking a soldering iron on an extension lead from my house to heat the screws up?? Then they should come out?
