Odd fuel tank question...

Here's one for you then:

I've just bought a humber sceptre fuel tank to go in my hot rod. - At present its not the prettiest looking this and seeing as its going to be in the boot i'd like to tidy it up.

Question - How? - Is it just a case of sanding down the outside and re-spraying it?

Also - the inside sounds like it has some loose bits in it - can i wash these out? Do i need to use petrol to flush it and clean it all?

So ther you go - A rather strange question regards to my rather strange car ;)
