BEE R REV Limiter

The point behind it is as a "two step" limiter for launching - particuarily auto's, 1st rev limit is your overall rev limit. Second is your launch limit. You usually set this to around 2000rpms, and the limit is released via a switch i.e. handbrake or as some in japan use a wheel mounted switch set around 3500rpms for 1st gear on manuals. So put car in drive, press Accelerator to the floor and it will bounce at 2000rpms, let handbrake off and away you go..or into 1st and when you have traction switch it off

Dosnt do any damage as it just an ignition cut - hence the flames created as the injectors still fire during the cut period.

I believe the mk3 in this clip runs it, you can here it hit the limiter low down for in the 1st second or so of the launch (you can see the back end bog down during this) and when the tractions down to the rear tyres it comes off and away she goes :D
