Weird turbo fault on a golf TDI

My work motor is a 97 golf tdi 1.9

 

Weirdest thing happens. It pulls no bother on the turbo perfectly all the way up to 80 then suddenly somewhere after 80 with full throttle the turbo cuts out and won't come back in at all until you switch the engine off. I mean that quite literally. You can be driving along still, switch the engine off and straight back on again and the turbo sings back on. If you pootle past 80 it will keep pulling all the way to a tonish but if you come across ahill and stay on the same amount of throttle it will cut the turbo same drills. If you are over 80 and edge the throttle too far the turbo will cut.

 

Now I thought it might be rev related and perhaps do this at lower speeds in lower gears but quite freakily no. In fourth it still goes over 80 same as in fifth, and it won't do it at all in the other gears as they don't get to 80.

 

Anybody got any ideas???
