Steel rod under turbo's jamed

It's not meant to move freely, it's not a door hinge, lol...

 

There is the actuator spring (on the right, outside the picture) that you have to overcome first, so it would take some force to move it by hand.

Normally boost pressure is sent at the back of the actuator and the rod moves, it takes 6-7psi to crack it open a bit

That is used mainly for the pre-spool of #2, so if it is jammed (and everything else is working OK) then you'd just lose the prespool, and possibly damage the turbo in the long term.

 

After 4Krpm both turbos would work together, the EBV is irrelevant at high revs.
