Cat replacement

I have a first cat replacement pipe for my supra. I have a restrictor ring for it but the guy before me didn't use it. Do I need to? I have a boost controller on there so that should stop the over boosting? I have no idea whether to put it on or not, PLEASE HELP!!!!!

 

Also will it pass MOT with no cats (for emissions)?
