Car blips revs during gear change

I've had this issue a while now on my 94tt. It's most noticeable during driving... when i go to change gear and depress the clutch the revs will blip higher (+500/1k). Seems in general the revs are slow to drop even at a standstill with clutch both disengaged and engaged. I've had the throttle body off and cleaned it though it was clean as a whistle anyway, i've also had the idle control valve off and cleaned that just in case in was gunked up, which it wasn't. Both have had zero effect.

Anything else i should be looking at?

I had near identical symptoms recently and thought it might of been adjustment but it turned out to be the TPS wasn't seated correctly. Adjusted it and all is perfect.

Thanks Greg  Hopefully mine is the same, i'll take a look later on :)
