Tig welding whifbits smic

I recently purchased the older version of the whifbits smic from ebay , it was very cheap due to a split weld and a broken bolt, my question is ...would I have to find out what it is made of before I take it to a welder, it is probably aluminium but I am not sure, it only cost me £50 so I thought it was worth a shot, I have no idea how much it will cost to fix though, and if anyone has an idea on how to remove a snapped bolt from it before I totally destroy it:( that would be great ,

ps here it is.......http://www.ebay.co.uk/itm/281827197032?_trksid=p2057872.m2749.l2649&ssPageName=STRK%3AMEBIDX%3AIT

I'd say aluminium, but makes you wonder, if it was such an easy fix, why didnt the seller get it fixed and sell it for loads more?

Believe me I wondered a lot, especially as it had no bids for a ten day listing, but worth the gamble I thought, worst case scenario would be use it as an oversize cheese grater :D
