Quick question about brakes

I've been having a running battle with my car to stop the brakes rubbing, NSF.

I've replaced pads, copper greased everything I need do, refurbed the pins and checked they are free. But still not difference at all. Wheel rotates silent, put the calliper on and tighten, and then SHHHHHHHH noises.

Next time looking at the pistons, which to be honest I'm not too keen on doing as I've never done it anything like that before. But I just wanted to ask, those metal spring clips are missing on the calliper, would they hold the pad off the disc? Could that be the problem?
