Sludge in power steering resevoir

I just took my car for an MOT as it's been layed up of the road, the MOT tester put the car on full lock and steering fluid gushed out under the car but it seemed to stop pretty quickly almost like a loose hose I drove it home gently 10 miles putting the car back in the garage and I got a notchy feeling only at the point of full lock.

 

I've just checked my resevoir and its full of sludge can't understand why????. Anybody willing to educate me to what's happend.

 

Is it a case of just flush it through and put fresh fluid in.
