Probably been asked a thousand times before but...

 

Do I have to tell the DVLA if I've changed the colour of the car?

 

and

 

Do I have to declare it as a "mod" to the insurance company?

 

No to dvla, yes to insurance.

And it's not a colour change as it is still the original colour, technically.

I assume if you change the colour of your car e.g. black to white, you need to inform the DVLA even if it's a wrap. Anyone doing checks on your car will come back with the wrong colour, which could then lead to more investigation of your vehicle being done..

 

To change the colour of a car is done via the V5 and is documented as a permanent change.

A wrap/stickers/plastidip is not a permanent change or a full change.

 

A full change is classed as the door shuts, pillars etc too.

Wouldn't the police be a bit miffed though for Anpr reasons?
