Electric or non-electric? If the bolts are all tight and it's electric then I would say there's maybe an issue with the motor or whatever; if it's non-electric then it could be as simple as the ratchet having not quite clicked into place properly - try giving it a violent shove backwards when you're sitting in it and that may do the trick. A previous car of mine suffered from that from time to time... :)
