Can you introduce the 2nd turbo quicker

You can make both turbos come on at the same time, normally around 3000-4000rpm. Search on here for TTC mode.

However, I wouldn't personally recommend it. The fuelling is all wrong for running in TTC mode, unless you have an aftermarket fuel managment system. Running it on a stock ECU will probably give you a dodgy lean spot halfway through the rev range when the sequential system is meant to start the transition between one turbo and both.

TTC mode can be used as a method for diagnosing boost problems when one of the VSV's packs in.

You can make the turbos spool quicker using the 'gain' feature on an electronic boost controller, it won't change the transition point when the 2nd turbo comes online but will help each turbo spin up quicker and make a noticeable improvement in acceleration.
