Taken from Category B. I was wondering how long it would take them to try and stop the Congestion charge get arounds :

modifications being made to, for instance, a 4x4 or a van prior to first registration which indicate that the vehicle has been converted to a motor caravan, ambulance or other vehicle which will require the standard SVA rather than the enhanced. These modifications are often temporary fittings and are removed prior to the vehicles sale ;

where the seating capacity changes from that quoted at first registration, for instance limousines which have been standard SVA tested (and therefore claim 8 seats or less) and the registration certificate is subsequently returned to DVLA/DVLNI for amendment claiming 10 seats, which changes not only the category of vehicle but the taxation class and the testing requirements, and therefore the safety standards, or unscrupulous individuals who, to avoid congestion charges in London, notify changes to the number of seats in their vehicles which renders them exempt from the charges; temporary fittings
