You cannot replace just the OEM handbrake cover as it is the whole assembly you replace. However, that is not as costly as you would think. I am not going back to that toyota garage again, they have employed a tool. There are a number of different part numbers for these but that one I gave you should fit all Supras. That price is crazy I use to sell these for £60+ delivered if I remember correctly, although that was a couple of years ago now so prices/exchanged rates may have changed a bit. How much Nic ?
