if I get the jacket do I need a reciver on top?

Well that's not a GPS receiver as well is it? You'll still need one of those.

I've got the Emtac BT one, works great.

I got mine from TotalPDA.com but I would not recommend them to anyone, their service is completely non-existant once they've got your money.

According to the TomTom web site :

TomTom Navigator 2 customers who activated on or after 18 January 2004, receive the upgrade for free
so you should qualify to get Version 3 for free!
