Right I am after getting 16 inch wheels for track day use and fitting them with toyo R888's, my car is on 18's at the moment and is lowered around 20/30mm,

The question I ask is with the 16's on and lowered will it be to low and handle rubbish ? or is lower better ? with the 16's on and the lowered springs the car will be sitting around 4 inch off the road that to low ?

Yes i will be avioding speed humps lol :)

Mine at the moment is lowered 30mm and on standard 16's and it handles brilliantly.

If your wanting to use it for track use then I can't see it being a problem.

Can't remember or not you have a J-Spec don't you? Otherwise not a chance you'll fit 16" on with UK brakes!
