Thats just 'flash' from the casting process. - Its very thin material from where 2 halves of the mould havent quite been together.

 

Should be easy enough to grind off with a Dremel.

 

Just make sure you give it a damn good blow out with an airline afterward (or something to that effect)

If it's so thin that you can pick it off with your finger then I would look at removing it, however looking at the pic, it looks reasonably thick, in which case I would leave it be. It's not in an area with anything moving, so having it there isn't going to cause any major headaches.

I doubt if you took it back to Toyota and asked to replace it because of the flash, that they would actually take it back.

I'd clean any burrs and other bits off before fitting mate, if you caught any of that flashing with a socket while fitting/torquing the head and it dislodged it could find its way into an oilway and ruin your day for starters. Is a dremel a die-grinder? If so then thats what you should use, very carefully, with the tidiest stone you can find

As its a new head and block you'll need to run them through a cleaning bath/scrubber and blow all holes/oil ways through anyway, as often they are delivered with casting sand, inclusions, crap in the galleries etc. You don't want a tiny spec of sand ruining your engine :shock:

 

Take it to a reputable engine shop and have them de-burr all surfaces, bottom out all tapped holes with a chaser thread and clean the block & head in a hot tank then blow it through and shrink wrap it or whatever.
