I would think that doing it in 'Public' would be frounded apon, but illegal? wouldnt have thought they could do anything if its done on your drive way... I was thinking along the lines that perhaps the mechanic is slightly confused as to his requirements under the regulations. I.e. a mechnic might not be able to deal with such systems in a public place etc (i.e. if there is a risk of explosion) - I was trying to give the mechanic the benefit of the doubt.
