Full beam law question

Was looking through Autotrader earlier and saw this Supe with one of the full beam lights removed for direct air flow to the air filter. I know a few people have this mod but is this road legal and can both be removed/covered without any legal impliactions? (When I say both removed/covered I'm thinking to look similar to the second pic)

strange one this..... the MOT requires the dipped beam to have two proper legal bulbs and shining at the correct angle. But for full beam... I am not sure if this is tested ?

If not the a car strictly does not require full beam and these lights can be removed....

I am sure I will be corrected if I am wrong.

I think the full beam are just classed as driving lights, so if fitted the rules about being in pairs, symetrically positioned, switch on/off at the same time etc. presumably apply. I guess that just means you'd have to disconnect the bulb on the other side :)
