no power over 5000rpm

i have found this problem in the last few days, i have done a dtc check and it shows dtc 14,but no miss fire is present boost is down also,

Top Secret kit, TRD rear wing.
UK turbos, injectors and fuel pump.
Greddy e manager ultamate and fmic.
Blitz full decat, nur spec r and induction.
HKS dump valve

Could it be that the second turbo is not coming online?

Well by no power do you mean it limits there like a rev limiter, or it goes very "strangled" and slowly creeps up? Is it 5000rpm exactly, is it repeatable, did it just start happening or has it been getting worse over x amount of time, did you recently do a modification and it just started happening..?

there is no power like there is a rev limiter, it is between 5000 and 5200rpm it has just started doing it,no there has been no mods for over 2yrs and i am running ttc,
