You can't repair the cam caps and head part of the journals for even twice the cost of a new one, let alone a used one. If you ran new cams in that head it'd either give low oil pressure and a huge amount of excess oil to drain from the head to the sump, or be noisy, or break the new cams. Not worth it, get a good used head. Looks like oil starvation, what OTHER damage is done to the rest of the engine? Needs a FULL strip, IMO. Yes the rest of the engine is also damaged, but repairable. I gonna be a project next whinter. I got a new used engine.
