Home made switchable (2nd) rev limiter...possible?

Just sitting here drinking a few brewskys thinking about whats could be wittled from a few bits of wire, switch and resistors. I like the idea of the bee-r limiter with a switch like launch control.

 

Anyone got any views or should i just go and open another bottle and forget the dream of a cheap mod that works? :innocent:

I quite like the idea a of a hidden switch somewhere that limits the car to, say, 2000rpm - enough to move the car around but not get into any real power - for whenever the car is ever left with a for any period garage or even when it's parked generally.
