Parental Controls on Windows Vista

How good are the parental controls on Vista?

I need to stop a 10 year old downloading certain stuff from websites and stop him going over the download limit.

If i set up one admin account and give him a user account, is there anyway to change these settings with just a user account password?

I think there are parental controls with the ISP aswell (BT) that i could use.

Can anyone else think of any other software that would be good to use for this aswell as Vista?
