turn the ignition on and press the dash button for it to go down under or it goes down itselft at 60mph

 

That button only works if the engine isn't running. I think to have it down all the time you will have to put it down when the engine is off and pull the fuse.

If you want to be able to move it up and down a little re-wire is needed.
