Can it be made to ONLY send an email when you are offline?

No. Offline status only happens 15 minutes after you last access the site, or if you use the logout option which most people don't. Therefore there would be a 15 minute period where you have left the site but wouldn't a PM notification, and I know Nic wouldn't be too pleased about that. :)

Should that not read there will be a 15 minute period after you leave the site when you will still receive email notifications?
