Cleaning TRD air filter

I serviced the car today, and when checking the air filter I found a TRD element in it. Its pretty dirty, whats the best way to clean it?

 

Does it need to be sprayed with oil after cleaning?

 

On a side note the oil filter is a total PITA to change! Spent at least an hour cursing the thing, finally getting it off with the old screwdriver and hammer technique... i.e battering the crap out it in frustration lol. At least my car has lovely fresh oil in it now :)

If the TRD filter is dirty it's time to change it, either for another TRD or stock element.
